Once you have finished reading this agreement, check the box next to "I agree" at the bottom of the page to complete the subscription and information purchase procedure included in the “Business Project Description,” created and selected by you. By checking the box next to "I agree," you accept the “Responsibilities, Terms and Conditions of Use” set forth below.
SAFEC reserves the right to modify, revise or update the Responsibilities, terms and conditions of use at any time by updating this page. The latest version of this agreement will appear every time you use this service.
SAFEC is committed to ensuring the confidentiality of all information that the “user” and/or “member” and/or “subscriber” and/or “client” will provide as part of this agreement, as well as any other information specific to the “user” and/or “member” and/or “subscriber” and/or “client,” that shall be used by the search tool and support service advisors as required for the “Support Service,” and that the “user” and/or “member” and/or “subscriber” and/or “client” would have provided under the present agreement.
SAFEC shall retain in a secure server all the information entrusted by the “user” and/or “member” and/or “subscriber” and/or “client” as part of this agreement and is committed to ensuring the confidentiality of all information collected by SAFEC or support service advisors within the framework of the “Support Service.”
SAFEC guarantees that all transactions taking place on its site benefit from all required security measures. SAFEC agrees to use such information concerning the “user” and/or “member” and/or “subscriber” and/or “client” as well as any other authorized “user,” only within the strict, limited and exclusive terms of this agreement.
Data collection on SAFEC's website
By browsing “www.safec.ca” without having registered to the website or by accessing the website from a personalized communication, you are browsing anonymously. Personal information–such as your name, address, phone number or e-mail address–is not collected as you browse. By registering for an online service, by accessing the SAFEC website from an e-mail or other personalized communication sent to you, or by providing us with personal information, you give SAFEC permission to identify you.
For both anonymous and known visitors to our website, SAFEC collects information on the server your computer is logged onto, the domain name of your Internet service provider and your IP address.

“SAFEC ®,” “SAFEC.ca,” its logo, its banner, and all graphics related to its name are ® trademarks of SAFEC. Any use of said ® trademarks without the express written authorization of the owner of said trademarks is strictly prohibited.
The trademarks, logos and service marks ("marks") displayed on the Site are the property of "SAFEC" and other parties. Users are prohibited from using any marks for any purpose including, but not limited to use as metatags on other Internet pages or sites without the written permission of "SAFEC" or such third party which may own the marks.
Restrictions relating to site content use
All of the "content" (all information published on the website and database is collectively recognized as the "content") accessible on the "SAFEC" site, including the way in which said "content" is presented, is protected by copyright law ©. SAFEC authorizes its "users" and/or "members" and/or “subscribers” and/or “clients” non-exclusive, limited and non-transferable use of the "content" presented on the site.
All information and content including any software programs available on or through the website ("content") is protected by copyright. Users are prohibited from modifying, copying, distributing, transmitting, displaying, publishing, selling, licensing, creating derivative works or using any content available on or through the website for commercial or public purposes, without the express and written authorization of the owners of the website's trademarks and copyrights.
Except within the limits allowed by a subscription, it is strictly forbidden to amend, publish, reproduce, distribute, retransmit, sell or make available in any manner whatsoever the "content" of this site.
The search tool is first and foremost a tool for “users” and/or “member” and/or “subscribers” and/or “clients” to filter, through a large database compiled by SAFEC, accurate information about resources and assistance programs according to specified criteria defined by the “user” and/ or “member” and/or “subscriber” and/or “client” in relation to the objective. Its effectiveness depends on the “accuracy of answers” provided by the “user” and/or “member” and/or “subscriber” and/or “client” upon completing SAFEC’s “Business Project Description Questionnaire.” SAFEC makes no warranty as to the number of programs selected by the search tool enabling the “user” and/or “member” and/or “subscriber” and/or “client” to obtain information on assistance in connection with the project.
The information contained in this database does not have the force of law. Departments, governments and other organizations can add, remove or modify programs, eligibility criteria or any other characteristic of existing programs without notice. There may also be a delay between the coming into force of a new program and its announcement to the general public. SAFEC regularly updates the information contained in its database to provide the most accurate information possible in regards to the different assistance programs made available by various organizations. Despite all these precautions, some programs may not be included in the database when you subscribe to SAFEC and/or purchase a subscription to a project created in your “free user account." Consequently, SAFEC declines any responsibility in respect to any program that is not present in its database at any time whatsoever.
It is understood that SAFEC shall in no way be responsible for any consequences that may result from any decision made by the “user” and/or “member” and/or “subscriber” and/or “client” after consulting the information obtained while visiting the website, opening a “user account,” subscribing to SAFEC and/or purchasing information corresponding to one or many “Business Project Descriptions” created and/or used by the “user” and/or “member” and/or “subscriber” and/or “client” of said information. SAFEC also declines any responsibility in respect of any omissions or errors concerning the information published on its website and/or stored in its database, since said information is of a general nature and accessible to the general public. Moreover, SAFEC provides, to the extent possible, the original source from which the information published on its website and in its database is obtained.
Support Service - Responsibility
“Premium Subscribers” shall receive, after obtaining information on programs related to the created and selected project, 4 hours of “Support Service” provided by a support service advisor. During these 4 hours, the advisor will guide and accompany them through the analysis, sorting and prioritization of programs included in the project. The advisor will also guide the “Premium Subscriber” through the websites of program managing organizations and will provide information on the forms and procedures to be completed as well as information on the programs. During this process, the “Premium Subscriber” agrees to provide all necessary documents and to disclose any business and personal information required for the proper implementation of the “Support Service.”
The "Regular Plus Subscriber" will have access, upon obtaining information on programs related to the created and selected project, to a 1-hour "Support Service" given by a support advisor. During this time, the advisor will explain to the subscriber how to use the tools and features developed by SAFEC, in order to maximize the efficiency of the management and prioritization processes of the programs included in the project. As part of this process, the "Regular Plus Subscriber" is committing to provide all information required for the proper conduct of the "Support Service".
Services provided by the advisors within the framework of the “Support Service” will be limited to the activities mentioned above. More comprehensive forms of consulting services that aim to obtain funds offered by programs will be subject to a new agreement. Any decision or action ensuing from the services will be the responsibility of the “user” and/or “member” and/or “subscriber” and/or “client” and, except in case of negligence or of involuntary carelessness, the “user” and/or “member” and/or “subscriber” and/or “client” shall renounce any claims for compensation against SAFEC, or any other partner organization acting as a subcontractor for the provision of “Support Service” to SAFEC “members” and/or “subscribers” and/or “clients,” for any loss or damage that may result from or relate to this agreement.
Access to information extracted from the database
The “content” of the website is accessible to all, with the only restriction being the access to the database to which the SAFEC search tool is connected. You must have opened a “user account” in order to obtain a limited access to the “content” of the database and/or be a SAFEC “subscriber” in good standing to access the database’s “content” corresponding to the “Business Project Descriptions” selected and paid by the “subscriber” under the terms and conditions set forth in this agreement.
User Account and "Business Project Description" Creation
A “user account” and at least one project, created through the completion of the “Business Project Description Questionnaire,” must have been created prior to becoming a SAFEC “subscriber.” To create a “user account,” simply enter your first name, last name and email address in the space provided in our website. Once your registration is complete, the system will send you an email message including your username and password that you will need in order to access your “user account.”
A “user account” allows SAFEC’s non-subscribed “users” and/or “members” and/or “clients” to:
- Test, free of charge, “SAFEC’s” tools and database by completing the “Business Project Description Questionnaire” to create “projects”;
- Consult programs corresponding to previous “Business Project Descriptions”;
- Consult, free of charge, a variable number of available programs;
- Browse through the virtual environment created for the management of information on obtained programs;
- Explore the function of management tools developed to simplify the consultation of information obtained on financial and non-financial programs;
- Test our exclusive search engine and its functions for the precise targeting of information on available programs in response to the needs of each project.
Subscription and project purchase procedures
To subscribe to SAFEC, at least one project must be created by completing the “Business Project Description Questionnaire,” available in the “user account.” Answers to this questionnaire will allow SAFEC’s search tool to select the programs corresponding to a project’s specific needs. Answers should be as precise as possible to optimize the search results. Once this questionnaire is completed, the “user” and/or “member” and/or “subscriber” and/or “client” can use the search tool and then be informed of the number of programs available according to selection criteria.
The “user” and/or “member” and/or “subscriber” and/or “client” can create as many “Business Project Descriptions” as necessary by completing this questionnaire and can obtain an unlimited number of “Business Project Description” variations. They can compare the different projects, and once satisfied with the results, they can move on to Phase 2 of the subscription process by purchasing a subscription according to the number of selected projects and type of subscription purchased for each project.
Upon payment confirmation, “users” and/or “members” and/or “subscribers” and/or “clients” will have access to detailed information on each of the programs that the search tool will have extracted from the database in correspondence to the purchased project. In the case of “Regular Plus Subscribers" and/or “Premium Subscribers,” they will also receive instructions on how they will be contacted by an advisor to provide the “Support Service.”
Regular Subscription – CAD 350.00 per Business Project Description
This option (Regular Subscription) allows, from the subscription date and for a period of ninety (90) days, unlimited access to information related to the selected programs in correspondence with the responses to the “Business Project Description Questionnaire” of the purchased project. The “user” and/or “member” and/or “subscriber” and/or “client” obtains for each program:
- A “Descriptive Sheet” summarizing each program’s essential information as published by the managing organization, in French and English;
- An access to view, print and download the “Descriptive Sheet” in PDF, Word or HTML format;
- A verification in near real-time of the programs in the database by the “technology monitoring” systems exclusive to SAFEC, as well as the update of “Descriptive Sheets” within 24/48 hours of the new information’s availability on the program manager’s website;
- A search engine exclusive to SAFEC with functions that quickly and precisely target programs to consult, analyze and prioritize;
- A wide range of tools and functions available for the simplified management of information and ‘program’ documents.
- An alerts system that includes the regular receipt of an “Alert Report“ notifying subscribers automatically of modifications made to programs in the folder of their “Business Project Description“.

Regular Plus Subscription - 495.00 CAD per Business project description(s)
This option (Regular Plus Subscription) offers a value added service. It provides the benefits of "Regular Subscription", and includes, in addition, 1 hour of "Support Service" provided by a support advisor as soon as the "member" and / or "subscriber" and / or "the customer" makes the request. During this time, the advisor will explain to the subscriber how to use the tools and features developed by SAFEC, in order to maximize the efficiency of the management and prioritization processes of the programs included in the project.

Premium Subscription - CAD 850.00 per Business Project Description
This option (Premium Subscription) offers an added value service. It includes the benefits of the “Regular Subscription” as well as 4 hours of “Support Service” provided by a support service advisor upon “member” and/or “subscriber” and/or “client” request. During these 4 hours, advisors guide and accompany them through the analysis, sorting and prioritization of programs included in their project. Advisors also offer guidance to “Premium Subscribers” on the websites of program managing organizations and provide them with information on the forms to complete and the steps to take, as well as details on the programs.

Subscription Renewal – CAD 95.00 per month
A subscription to SAFEC lasts one hundred eighty (180) days. Upon expiration of a subscription to a project, “members” and/or “subscribers” and/or “clients” shall have one hundred eighty (180) days to renew as follows:
- The subscription renewal is payable on a monthly basis at a cost of $95.00 per month;
- The subscription renewal is made on a monthly basis and no minimum contract period is required for the subscription subject to a renewal;
- The subscription renewal does not include the “Support Service.” Additional hours of support service may be purchased only on an “à la carte” basis, as described below;
- The subscription renewal provides the same features and benefits as a Regular Subscription;
- Upon renewal, the unique project created during the original subscription is reset, without modifying the criteria provided in the “Business Project Description Questionnaire.” The project related to each project remains unique;
- At the end of each subscription period, a new period of one hundred eighty (180) days will be granted to renew, on a monthly basis and without a mandatory minimum subscription period, the subscription for the same “Business Project Description.”
"A la carte" Support Service
If “members” and/or “subscribers” and/or “clients” who have already obtained a “Support Service” wish to renew this service, they must submit a request to a Support Service advisor and/or purchase, directly on the SAFEC website, the desired number of Support Service hours. The applicable rate for this service is CAD 125.00 per hour/CAD 187.50 per 90-minute block of Support Service (plus applicable taxes).
- Payments may be made directly on the SAFEC website by credit card using SAFEC’s transactional portal.
- Payments may be made through “Paypal” when the “member” and/or “subscriber” and/or “client” has an active account with this transactional portal.
- Under certain conditions, payment by check, telephone, electronic transfer or other methods may be accepted.
- Payment of the subscription, project or renewal shall be made at the time of purchase by the “member” and/or “subscriber” and/or “client.”
- Fees payable for any “Support Service” shall be paid directly on the SAFEC website before the beginning or service provision.
“Members” and/or “subscribers” and/or “clients” will receive an email confirming that the content of a purchased project is available for consultation as soon as the project has been paid. They are required to log into their “user account” as per usual procedure to have immediate access to all the programs associated with the purchased project.
The “Support Service,” provided with a “Premium Subscription,” and/or a "Regular Plus Subscription" is provided on-demand. The subscriber shall receive an email containing all necessary information to initiate the paid “Support Service” hours.
Accessing another Internet site linked to the SAFEC website is at the user’s own risk. Users should be aware that linked sites may contain rules, regulations, privacy provisions, confidentiality provisions, transmission of personal data provisions, and other provisions that differ from those provided on the SAFEC website. SAFEC shall not be held responsible for such provisions, and expressly denies any responsibility concerning them.
SAFEC makes no warranties regarding the information contained in sites linked to the SAFEC website. Despite all these precautions, some programs may not be included in the database when you subscribe to SAFEC and/or purchase a subscription to a project created in your “free user account." Consequently, SAFEC declines any responsibility in respect to any program that is not present in its database at any time whatsoever.
SAFEC, as well as partners and/or suppliers offering services through the SAFEC website, can also add, remove or change without notice information concerning the services offered. SAFEC advisors, support service advisors hired by subcontractors clearly identified by SAFEC, and partners of SAFEC are carefully selected and qualified professionals that have agreed, as a primary condition for their partnership and/or collaboration agreement with SAFEC, to provide and honour a guarantee of superior customer service to “users’ and/or “members” and/or “subscribers” and/or “clients.” There are no responsibility or dependency ties between SAFEC and its partners. “SAFEC” shall not be liable for the acts, omissions and/or any business relation between “users” and/or “members” and/or “subscribers” and/or “clients” of SAFEC and these partners and/or suppliers.
Despite all these precautions, some services announced by our partners and/or suppliers may be unavailable, temporarily or for an indeterminate period of time, for reasons that are not the responsibility of SAFEC. Therefore, SAFEC declines any liability with regard to any service that is not available and/or rendered unavailable for any reason and at any time either by a partner and/or supplier.
You may express your satisfaction with the quality and availability of the services provided by our suppliers and/or partners at any time. We would also appreciate your participation in our satisfaction surveys and your comments on this subject.
SAFEC grants access to a “user account” that allows users to experience, free of charge, the benefits to which a user shall have full access upon subscribing to SAFEC. Through this experience, users have sufficient information to make a fully informed decision before subscribing. Only once users are fully satisfied by the search results will they proceed to the payment of their subscription to a chosen project in order to access detailed information on each program contained within a chosen project. Consequently, the information received shall be considered delivered, viewed and used by “users” and/or “members” and/or “subscribers” and/or “clients” once they access the purchased “Business Project Description” for the first time. At that exact moment, NO REFUND SHALL BE ISSUED in the event of dissatisfaction of the information provided.
It is understood that the payment of a "Regular Plus Subscription" includes 1 hour of "Support service", and that the payment of a "Premium Subscription" includes 4 hours of "Support service" to be provided, upon request, by a support adviser. In the event that the " Regular Plus Subscriber " or "Privileged Subscriber " does not claim the "Support service" he has paid for, before the end of the subscription (this is valid for any subsequent renewal periods), following the instructions provided on the purchase, he will not receive the service, in whole or in part. In these circumstances, no refund will be made for the unused and paid support time.
SAFEC does not authorize any form of solicitation of its “users,” “members,” “subscribers,” “clients” and/or “visitors” by its partners, suppliers or collaborators, unless “users,” “members,” “subscribers,” “clients” and/or “visitors” expressly authorize it.
Laws and application
If a clause or a term of the present agreement or its application to any other entity or circumstance is to some extent declared null, unenforceable or illegal or becomes so, the rest of the present agreement should not be affected and should continue to be in force and enforceable to the full extent permitted by law.
The same holds for the application of such a clause or term or condition to entities or circumstances other than those in respect for which said clause or term or condition is declared null, unenforceable or illegal or becomes so.
This contract is governed by the laws of Province of Quebec, and shall be construed accordingly.
